[资讯] 自贸区放开外商独资建加油站

 我国扩大对外开放迎来新年“头炮”:1月9日,国务院发布关于在自由贸易试验区暂时调整有关行政法规、国务院文件和部门规章规定的决定,包括允许外商以独资形式在自贸区从事加油站建设、经营,并由国务院商务主管部门制定相关管理办法。
  根据2017年6月国家发改委和商务部发布的《外商投资产业指导目录(2017年修订)》规定,加油站建设经营被列为限制外商投资产业,同一外国投资者设立超过30家分店、销售来自多个供应商的不同种类和品牌成品油的连锁加油站时,必须由中方控股。稍早前,上海、广东、天津、福建等地的自贸试验区已经作了暂时调整,允许外商独资建设运营加油站,此次国家层面的政策调整,将扩大开放进一步拓展至其他自贸试验区。
  中国石油和化学工业联合会副秘书长、中国石油化工行业国际产能合作企业联盟秘书长庞广廉告诉记者,开放自贸区外商独资建设经营加油站对国内市场影响有限。出于人口集中度和产业聚集度方面的考虑,自贸区成品油市场体量尚不足以对国内市场造成太大影响。但应该注意,这代表着一个方向,即国内成品油终端市场开放程度不断加大。
  他分析指出,一方面,扩大开放是我国一项基本国策。中国加入WTO后,很多领域都对外资企业逐步放开,但开放程度并不一致。比如国内加油站建设经营方面,此前允许外企合资参与,但在控股权等方面有限制和要求。随着自贸区政策进一步放开,未来国内成品油终端市场对外开放程度也会不断提高。另一方面,扩大开放有助于提升我国加油站市场化水平。目前,国际油气巨头参与建设经营的国内加油站超过2800座,以壳牌、英国石油(BP)、埃克森美孚、道达尔等公司为主,且多布局在人口稠密的东南部沿海地区,但其油品来源受到限制。从在自贸试验区放开加油站建设经营起步,若再逐步放开外资企业的炼化和油品供应通道,将促成外企、国企、民企在油品市场的充分竞争,有助提升国内加油站服务水平和质量。
  厦门大学中国能源政策研究院院长林伯强也认为,这将带来国企、民企和外企间更加充分和激烈的竞争。而且,此次是首次在国家层面放开外商独资建加油站,如果试验效果好,将为在更大范围扩大开放积累经验。
  据庞广廉介绍,我国现有加油站约10万座,以国企建设运营为主,近年来民营企业也在逐步加快布局。市场主体多元化、大数据手段管理和人工智能化是国内加油站发展趋势,未来不断扩大开放乃大势所趋。
